ORGANISATIONAL SET UP OF THE PRINCIPAL ACCOUNTS OFFICE

(I) The Pay & Accounts Organization created in the year of 1977 comprising of

  1. Principal Accounts Office

  2. 25 Pay & Accounts Offices &

  3. GPF Cell

(II) Responsible for

  1. Arrangements of all types of payments of the Government.

  2. Arrangements of payments of Center and State schemes through DBT through Public Finance Management System (PFMS) of Central Government.

  3. Accounting of receipts of the Government.

  4. Authorization/Payments of retirement benefits.

  5. Maintenance of records of Pensionary Benefits, General Provident Fund.

  6. Management of New Pension Scheme.

  7. Preparation of monthly and annual Appropriation and Finance Accounts of the Consolidation Fund of the NCT of Delhi and their lying before the Legislative Assembly after getting nod of the C & AG of India.

  8. Rendition of monthly accounts of the Public Accounts to the controller General of Accounts, Ministry of Finance.

  9. Tendering advice on financial accounting and service matte to the Pay and Accounts Offices of GNCTD.

(III) Rules/Regulations followed

  1. Rules and regulation as followed by the Central Government are followed by the Organization for carrying out the accounting financial business..

  2. Instructions issued from time to time by the Finance Department, Govt. of NCT of Delhi for expenditure management.

  3. Accounting instructions issued by the Principal Accounts Office, Govt. of NCT of Delhi for maintenance of the monthly/yearly accounts.

  4. Service rules as applicable to the central government employees are followed in the matter of employees of the Govt. of NCT of Delhi.
