Consequent upon separation of the Accounts from Audit in Delhi Administration (now Government of N.C.T. of Delhi) w.e.f. 01.04.1977, the Departmentalized Pay & Accounts Organization came into existence. Pay & Accounts Offices constitute the nodes of departmentalized accounts system. The Principal Accounts Office is the organic Head Quarter of the various constituents of the system.

The functions of payments and receipts in respect of all the Departments of Govt. of N.C.T. of Delhi are performed as per prescribed accounting norms. The Chief Secretary of Government of N.C.T. of Delhi is the Chief Accounting Authority for all the transactions relating to Government of N.C.T. of Delhi.  This responsibility will be discharged by him through and with the assistance of the Finance Secretary who will be assisted in turn by the Principal Accounts Office.

Functions of Principal Accounts Office

  1. Arrangements of all types of payments of the Government
  2. Arrangements of payments of Center and State through DBT through Public Finance Management System (PFMS) of Central Government.
  3. Accounting of receipts of the Government
  4. Authorization/Payments of retirement benefits
  5. Maintenance of records of Pensionary Benefits, General Provident Fund.
  6. Management of New Pension Scheme.
  7. Preparation of monthly and annual Appropriation and Finance Accounts of the Consolidation Fund of the NCT of Delhi and their lying before the Legislative Assembly after getting nod of the C & AG of India.
  8. Rendition of monthly accounts of the Public Accounts to the Controller General of Accounts, Ministry of Finance.
  9. Tendering advice on financial accounting and service matter to the Pay and Accounts Offices of GNCTD.
